Goddess Ragnya Devi, also known as Kheer Bhawani, is a Hindu deity worshipped in the Kheer Bhawani Temple located in Tula Mula village of Kupwara district in Jammu and Kashmir, India. She is considered to be an incarnation of Goddess Durga, the divine mother and the embodiment of feminine power. As per the legend, the goddess was displeased with the people of the Kashmir valley for their sinful ways and decided to leave the place. However, she was convinced by a Kashmiri Pandit named Krishna Kaul to stay in Tula Mula village, where the Kheer Bhawani Temple now stands. It is said that the goddess blessed the village with her presence and sanctified the sacred spring with her divine touch, which is now believed to have healing powers.

Goddess Ragnya Devi is revered by the Kashmiri Pandit community, who consider her as the presiding deity of their homeland. The annual festival of Kheer Bhawani Mela is celebrated in her honor with great devotion and fervor by the locals and devotees from all over the country.

The goddess is believed to bless her devotees with good health, prosperity, and happiness and is also considered to be the protector of the Kashmir valley.
